Not completely free, but yes if you want to do a valuable MBA in less budget there are some top government Business schools that offer MBA at very less cost. The competition for taking admission in these colleges is very high as MBA is considered a very costly course if done from a good business school so you need to have a very good CAT score along with good confidence to crack admission interviews. The most popular institution that offers an MBA at a very less cost is the Faculty of Management studies also known as FMS but the seats are very limited and competition is super high so you need to prepare very well to leave the crowd behind.
