    The UPSC (Union Public Service Commission) does not normalize marks in the Civil Services Examination (CSE), which is the examination to select candidates for the Indian Administrative Service (IAS), Indian Police Service (IPS) and other civil services in India.

    Normalization is a process of adjusting marks obtained by candidates in an examination to account for variations in the difficulty level of the examination across different sessions or centers. It is mainly used in situations where multiple versions of a test are administered, or when there are variations in the difficulty level of the test across different centers.

    In CSE, the marks obtained by the candidates in the written examination (Preliminary and Main) are considered as final marks and no normalization process is applied. However, the marks obtained by the candidates in the interview are also considered while preparing the final merit list.

    It’s worth noting that the UPSC have a well-established and rigorous evaluation process that includes multiple levels of scrutiny, including the use of multiple evaluators for each paper, to ensure that marks awarded are fair and accurate.

    In a nutshell, the UPSC does not normalize the marks obtained by the candidates in the Civil Services Examination, and the marks obtained by the candidates in the written examination are considered as final marks.
