Yes, pencil is allowed for some parts of the UPSC (Union Public Service Commission) exam. The UPSC Civil Services Exam includes a preliminary exam and a main exam, and for the preliminary exam, candidates are allowed to use only pencils to fill in their answers on the OMR (optical mark recognition) sheets. The main exam, however, is a written test and candidates are allowed to use either a pen or a pencil to write their answers.
